Signs of hope in the world's 'most dangerous city'

MOGADISHU, Somalia - The battle-scarred capital of Somalia has long been called the "most dangerous city in the world," but after more than two decades of war and lawlessness, there is evidence it might finally be able to shed that ominous title.

For the first time, the leaders of U.N. humanitarian agencies felt it was relatively safe enough to gather in Mogadishu with journalists and local government leaders for the public launch Tuesday of the annual appeal for donor support. The location was meant to stress the country's fragile progress as they present crisis-weary donors with a bold new funding request to further expand programs beyond emergency life-saving assistance.

"I think a lot of people are optimistic about Somalia's future right now. This is the time to invest and not to walk away. Somalia is not in a situation where we can safely believe that tomorrow is for sure going to be a better day," said Justin Brady, head of the U.N. Office for the Coordination of Humanitarian Affairs in Somalia.

For operations in 2013, U.N. humanitarian officials in Somalia are asking international donors for $1.3 billion, and for the first time they are asking for a commitment beyond the next budget year. They want donors to commit to a three-year strategy to enable 177 U.N. agencies and partnering groups to reach nearly half of Somalia's population with coordinated programs to build resilience in a country with a history of chronic conflict and recurring droughts.

"We cannot just wait for another crisis, because it will come, and we have to be prepared for that. And nowadays we can be prepared for that," said Stefano Porretti, head of the U.N. World Food Programme Somalia and current U.N. Somalia Humanitarian Coordinator. "I am convinced that we are at a critical time in the history of Somalia."

More than 2 million Somalis are still living in crisis and dependent on humanitarian aid to survive, according to a recent report by the U.N. Food Security and Nutrition Analysis Unit. That's down from the peak of 4 million during last year's famine, and progress is being on other fronts.

Within just the last few months, regional African forces in Somalia managed to push the Islamist militant group Al Shabab out of all major towns. For years the al Qaeda affiliate implemented a cruel form of strict Sharia law across much of the country and banned aid agencies during last year's devastating famine.

A joint international naval mission to improve security in the waters off the Horn of Africa has nearly put Somalia's 21 st century pirates of business. And the country's corrupt and inept transitional government was replaced by a new parliament, which then peacefully elected a new president.

At the launch of the three-year U.N. funding appeal for Somalia, Ministry of Interior Adulkarim Hussein Guled promised this government will do better.

"We are ready and committed to assist and facilitate the humanitarian organizations to do their work in a better way. We will never accept the humanitarian assistance to go directly in the wrong hands. We need that help to go directly to the needy people," Guled said.

Promises in Somalia have a bitter history of being broken, and there remain many daunting obstacles to a lasting peace and security, including clan rivalries and persistent Al Shabab guerrilla fighters.

U.N. staff and visitors are still required to wear flak jackets and travel in armored convoys in Mogadishu because of continued bombings, but the danger is no longer keeping Somalis from daring to move on with their lives: In Mogadishu, there's a construction boom. Restaurants, government buildings and schools are opening again.

U.N. humanitarian officials in Somalia hope the recent progress will be seen by international donors as encouragement to stay committed to long-term solutions, rather than a signal to withdraw until yet another catastrophe demands a rushed and expensive response.

"If we don't get the funding needed for this, the risk is to be trapped again in the vicious cycle of being obliged to respond to crisis and starting to build something we cannot finish. And then start all over with the next crisis," Porretti said.

EPA honors Mariposa District | Inside Real Estate News

The U.S. Environmental Protection Agency today recognized Denver?s Mariposa District with its 2012 National Award for Smart Growth Achievement.

The Denver Housing Authority?s 17.5-acres site near the West 10th Avenue and Osage light rail station in the La Alma/Lincoln Park neighborhood, was one of the seven winners honored by the EPA in Washington, D.C.

The Mariposa District won the EPA?s Equitable Development category. The EPA received 47 applicants from 25 states for its Smart Growth Achievement awards.

The phased Mariposa project, which will have 800 units when completed, is being constructed with many green and sustainable features. It is scheduled to be completed in 2018. Green building elements will reduce energy consumption by up to 50 percent, with 75 to 80 percent of building rooftops dedicated to renewable energy. Green infrastructure strategies will reduce storm water flows into the storm sewers by 80 percent.

?The EPA Smart Growth Award for the new Denver Mariposa District shows the great commitment of our housing authority to create smart, vibrant communities,? said Denver Mayor Michael B. Hancock.

?Denver Housing Authority?s progressive approach to planning and design is consistent with the city?s strategic investments in our neighborhoods to deliver eco-friendly affordable housing and sustainable economic development through active community engagement,?Hanccok said.

DHA created a master plan for the diverse area with extensive community input, which included more than 120 meetings, group consultations, workshops and information sessions.?The ?community-driven design? project preserves affordable housing while adding new homes at a variety of price points and provides access to downtown Denver by light-rail.

It also incorporates community concerns about health by including sidewalks, bike lanes and other features that make it easier for residents to be physically active.

The project also will providing ?classes to residents on healthy cooking and eating and job training for residents in health-related fields.

The Mariposa District project is supported by the federal Partnership for Sustainable Communities. That effort brought the EPA, the Department of Housing and Urban Development and the Department of Transportation together to provide assistance and funding to help plan and achieve specific housing goals.

Q & A: How Many Pounds of Carbon Dioxide Does Our Forest Absorb?

Q. My family owns a 40-acre woodlot of relatively mature deciduous trees. How many pounds of carbon dioxide does such a forest absorb in a typical year? And how many pounds of oxygen are emitted?

A. ?An approximate value for a 50-year-old oak forest would be 30,000 pounds of carbon dioxide sequestered per acre,? said Timothy J. Fahey, professor of ecology in the department of natural resources at Cornell University. ?The forest would be emitting about 22,000 pounds of oxygen.?

?Every little bit matters,? he said. ?In the grand scheme of things, forests in the northeastern United States are counteracting a considerable amount of fossil fuel burning by cars, slowing down the rate at which the greenhouse gas carbon dioxide is accumulating in the atmosphere.?

The contribution varies with the age of the forest and the species involved. There is no real rule of thumb on the difference between conifers and deciduous trees, Dr. Fahey said. Some conifers grow faster, providing more impact sooner.

The Environmental Protection Agency has calculated the amount of carbon dioxide emitted by the average car as of 2007 at about five metric tons, more than 11,000 pounds, so a single acre of woodlot would be countering the emissions of about 2.7 cars. For 40 acres, that would be about 109 cars.

Israel's President tweets the pope a welcome

JERUSALEM (AP) ? Israeli President Shimon Peres welcomed Pope Benedict XVI, both octogenarians, to social media with a personal tweet on Tuesday.

Peres, 89, tweeted on Tuesday, "Your holiness, welcome to Twitter. Our relations with the Vatican are at their best and can form a basis to further peace everywhere."

Relations have taken a turn for the worse in recent days.

The Vatican last week warmly welcomed the U.N. General Assembly vote recognizing the state of Palestine ? a move Israel hotly opposed and responded to by announcing plans for new settlement construction in the West Bank.

The Vatican on Tuesday led its daily newspaper L'Osservatore Romano with a highly critical news article about the planned construction.

The 85-year-old Pope isn't planning on following anyone and won't be tweeting until December 12. He joined Twitter on Monday and gained 250,000 followers within hours. He plans tweets in eight languages.

Peres, a Nobel Peace Prize laureate, has embraced social media. He visited Facebook's headquarters where creator Mark Zuckerberg helped him launch his official Facebook page in English.

In collaboration with a well-known Israeli announcer, his office released a music video, asking people to be his Facebook friend.

Yahoo buys more mobile expertise in latest deal

SAN FRANCISCO (AP) ? Yahoo has bought another Silicon Valley mobile startup as CEO Marissa Mayer tries to create more compelling products for smartphones and tablet computers.

Tuesday's acquisition of OnTheAir follows Yahoo's recent purchase of a mobile startup called Stamped. In both cases, Yahoo was drawn more by the engineering talent working at the startups than the services that they have been offering.

Yahoo Inc., which is based in Sunnyvale, Calif., didn't disclose how much it paid for OnTheAir, which is based in San Francisco.

The service enables users to hold online video chats in a talk-show format. Yahoo didn't say whether it intends to continue OnTheAir's service.

Yahoo is in the process of closing Stamped's service just six weeks after announcing that acquisition so the engineers picked up in that deal can focus on other projects. Five of the 11 Stamped employees used to work for Google Inc., where Mayer was a top executive before Yahoo lured her away to become its CEO in mid-July.

One of OnTheAir's employees, Daniel Hopkins, also used to work at Google. The resumes of the four other OnTheAir workers being scooped up by Yahoo list stints at Apple Inc. and instant messaging service Meebo.

"Hiring the most talented mobile product thinkers and engineers is a big priority for us moving forward," Adam Cahan, Yahoo's senior vice president of emerging products and technology, said in a statement.

Mayer has said she believes half of Yahoo's engineering talent must eventually consist of mobile computing specialists.

Yahoo's stock gained 38 cents, or 2 percent, to close Tuesday at $18.93.

Obama says Republican "fiscal cliff" plan out of balance

WASHINGTON (Reuters) - President Barack Obama rejected a Republican proposal to resolve a looming fiscal crisis on Tuesday as "still out of balance" and insisted any deal must include a rise in income tax rates on the wealthiest Americans.

Obama told Bloomberg Television that the Republicans' reliance on eliminating tax deductions instead of letting taxes rise on Americans making more than $250,000 a year would not raise enough money to fund the government.

House of Representatives Speaker John Boehner of Ohio, the top Republican in Congress, laid out a proposal on Monday that called for spending cuts but did not give any ground on Obama's call for an increase in tax rates for the top 2 percent of U.S. earners.

"Unfortunately, the Speaker's proposal right now is still out of balance. You know, he talks, for example, about $800 billion worth of revenues, but he says he's going to do that by lowering rates. And when you look at the math, it doesn't work," Obama said.

Obama, who won re-election last month, said it was important for Republicans to acknowledge that tax rates had to rise for top earners to raise revenue sufficient to balance spending cuts.

"We're going to have to see the rates on the top 2 percent go up. And we're not going to be able to get a deal without it," he said.

Obama said on Tuesday that while tax rates must go up for a "fiscal cliff" deal, it may be possible to lower rates at the top end of the scale late next year as part of tax reforms that would close loopholes and limit deductions.

"Let's let those go up," Obama told Bloomberg in an interview, referring to tax rates for the wealthiest Americans.

"And then let's set up a process with a time certain, at the end of 2013 or the fall of 2013, where we work on tax reform, we look at what loopholes and deductions both Democrats and Republicans are willing to close, and it's possible that we may be able to lower rates by broadening the base at that point."

Obama acknowledged there were more spending cuts that could be made and he pledged to work with Boehner to trim what he called excessive healthcare costs in the budget but that a deal was not possible without raising tax rates on the wealthy.

"There's probably more cuts that we can squeeze out, although we've already made over $1 trillion worth of spending cuts," he said.

Obama said there was not enough time this year to come up with an overhaul of the U.S. tax system and entitlement programs that Republicans want as a condition for an agreement to avoid the so-called fiscal cliff, a combination of tax hikes and spending cuts set to start in 2013 that economists predict will throw the economy into depression.

He said that despite weaknesses in Europe and Asia, he believed the U.S. economy is "poised to take off."

Obama added he is considering bringing a top business executive onto his economic team, but that the Senate confirmation process can be so difficult that some business executives shy away from government service.

Moderate coffee consumption may reduce risk of diabetes by up to 25 percent

ScienceDaily (Dec. 4, 2012) ? Drinking three to four cups of coffee per day may help to prevent type 2 diabetes according to research highlighted in a session report published by the Institute for Scientific Information on Coffee (ISIC), a not-for-profit organisation devoted to the study and disclosure of science related to coffee and health.

Recent scientific evidence has consistently linked regular, moderate coffee consumption with a possible reduced risk of developing type 2 diabetes. An update of this research and key findings presented during a session at the 2012 World Congress on Prevention of Diabetes and Its Complications (WCPD) is summarised in the report.

The report outlines the epidemiological evidence linking coffee consumption to diabetes prevention, highlighting research that shows three to four cups of coffee per day is associated with an approximate 25 per cent lower risk of developing type 2 diabetes, compared to consuming none or less than two cups per day1. Another study also found an inverse dose dependent response effect with each additional cup of coffee reducing the relative risk by 7-8 per cent2.

Whilst these epidemiological studies suggest an association between moderate coffee consumption and reduced risk of developing diabetes, they are unable to infer a causal effect. As such, clinical intervention trails are required to study the effect in a controlled setting. One prospective randomized controlled trial3, tested glucose and insulin after an oral glucose tolerance test with 12g decaffeinated coffee, 1g chlorogenic acid, 500 mg trigonelline, or placebo. This study demonstrated that chlorogenic acid, and trigonelline reduced early glucose and insulin responses, and contribute to the putative beneficial effect of coffee.

The report notes that the association between coffee consumption a reduced risk of type 2 diabetes could be seen as counter intuitive, as drinking coffee is often linked to unhealthier habits, such as smoking and low levels of physical activity. Furthermore, studies have illustrated that moderate coffee consumption is not associated with an increased risk of hypertension, stroke or coronary heart disease4 ,5, 6. Research with patients with CVD has also shown that moderate coffee consumption is inversely associated with risk of heart failure, with a J-shaped relationship7.

Finally, the report puts forward some of the key mechanistic theories that underlie the possible relationship between coffee consumption and the reduced risk of diabetes. These included the 'Energy Expenditure Hypothesis', which suggests that the caffeine in coffee stimulates metabolism and increases energy expenditure and the 'Carbohydrate Metabolic Hypothesis', whereby it is thought that coffee components play a key role by influencing the glucose balance within the body. There is also a subset of theories that suggest coffee contains components that may improve insulin sensitivity though mechanisms such as modulating inflammatory pathways, mediating the oxidative stress of cells, hormonal effects or by reducing iron stores.

Dr. Pilar Riob? Serv?n, Associate Chief of Endocrinology and Nutrition, Jim?nez D?az-Capio Hospital of Madrid and a speaker at the WCPD session concludes the report, commenting: "A dose-dependent inverse association between coffee drinking and total mortality has been demonstrated in general population and it persists among diabetics. Although more research on the effect of coffee in health is yet needed, current information suggests that coffee is not as bad as previously considered!"
