Friends of three activists charged with plotting to hurl firebombs during the NATO Summit in Chicago reacted for the most part with disbelief Sunday, saying that the arrests appear to be an effort to undermine?peaceful protest.

Brent Betterly, 24, Brian Jacob Church, 20, and Jared Chase, 24, were charged Saturday with a terrorist conspiracy to firebomb four Chicago police stations, the home of Chicago Mayor Rahm Emanuel and President Barack Obama?s local campaign headquarters.

Stephanie Auguiste, a 25-year-old from Hollywood, Fla., met all three of the alleged bombers through Occupy Fort Lauderdale, a Florida offshoot of the Occupy Wall Street movement. She said the police description of the trio as violent anarchists didn?t match the young men she knew.

Rather, she remembers Church as a soft-spoken artist who liked making still-life sketches and opposed the National Defense Authorization Act on constitutional grounds.

?He?s not the kind of person who had the desire to commit violent acts toward anyone,? Auguiste said of Church. ?He believed in peaceful protest.?

Both Church and Betterly had lived in South Florida. Their friend, Chase, was from New Hampshire. Auguiste said she only met him once but found him to be ?extremely friendly, very warm.?

Chase and Betterly have had brushes with the law. According to a Reuters report, Chase was charged with attempt to commit assault and reckless endangerment in June 2003, after he pulled a knife in a fight with another man. The report also detailed an incident a month later where Chase was in another fight, after which he hit a man with his car. The man wasn?t injured, but Chase was reportedly found guilty of assault.

(Chase?s uncle, Michael Chase of Westmoreland, N.H., told the Union-Leader newspaper that his nephew had only become politically active when the Occupy Wall Street protests bloomed. Of the charges, he said, ?Seems outrageous and completely out of character for him. ? He?s no angel. He?s not happy with the economy. Nobody is.?)

Last October Betterly was charged for burglary of an unoccupied structure, grand theft and criminal mischief when after a night of drinking, he and two friends broke into an Oakland Park, Fla., school to swim in the pool, according to the South Florida Sun-Sentinel. Those felony charges are still pending.?

Olivia Ferguson, 36, of Fort Lauderdale, Fla., said she believes the charges against Betterly "about as much as I believe in Santa Claus and the tooth fairy."

Olivia Ferguson, 36, said she often shared a tent with Betterly on the plaza adjoining the Fort Lauderdale City Hall during the Occupy protests. An electrician, Betterly would sometimes visit the encampment overnight after having worked 16 hours that same day, she said.

One activist who met Betterly and Church in Florida, and spoke about them on condition of anonymity, was not as surprised as their other fellow protesters, saying they were more inclined than most to push the limits of peaceful protest,?

?Jacob (Church) was immature and he was angry -- that?s a dangerous combination,? the activist said.?

The same activist was more surprised that Betterly was implicated in the plot, but recalled his increasing frustration when the Fort Lauderdale movement cleared out its camp in December.

?He went to Washington, D.C. for that national Occupy convention,? said the activist. ?He then stayed near McPherson Square, and I can only surmise that he became somewhat radicalized by people he met there, because when he was here he was very much committed to nonviolence.?

In a statement to reporters Saturday, Cook County State?s Attorney Anita Alvarez said that the investigation of the NATO bombing plot had been going on for weeks and that the Chicago Police detectives were assisted by the FBI and U.S. Secret Service. Alvarez called the men ?domestic terrorists? who had come to Chicago ?to hurt people.?

Kris Hermes, a spokesman for the National Lawyers Guild, which is representing the three accused bombers, said Sunday that prosecutors have yet to show evidence to support police claims of terrorist acts. ?This is a direct attempt to stifle protest and to turn the public opinion against peaceful protesters.?

Defense attorneys hope to learn more about the state?s case at a court hearing Tuesday. ?We strongly believe that undercover cops in this case were manufacturing crimes,? said Hermes. ?They were provoking these guys to do things that they would not have otherwise done -- and it?s not even clear that they did engage in any criminal activities.?

Hermes said that the same two undercover cops who busted Betterly, Chase and Church were behind the bust of Sebastian Senakiewicz and Mark Neiweem, both of Chicago. Senakiewicz was charged with falsely making a terrorist threat while Neiweem stands accused of attempted possession of an explosive device. Police have said the two plots were unrelated.

Sunday afternoon, thousands of protesters marched from Jackson Drive and Columbus Drive, near Lake Michigan, to McCormick Place, the setting for the NATO Summit. Some 60 countries are sending delegations to the event, where diplomats are discussing the war in Afghanistan and missile defense in Europe.

There were reports of clashes between protesters and police at the conclusion of the march, but it appears that the demonstration was largely peaceful.

?Sign up for as many activities as you can,? said Peter Baxter, NRECA?s senior vice president for insurance and financial services, during a Wellness Week kick-off event May 14 at the organization?s Arlington, Va., headquarters. ?This is really all about you.?

The five-day happening was previously called Health and Fitness Week. Baxter, who served as senior management?s champion for the 2012 program, worked with staff volunteers to broaden the scope of this year?s events to include savings and investing presentations.

We wanted to ?better capture all of the dimensions of both physical and financial well-being that we consider when we talk about whole-person wellness,? Baxter said.

Health screenings and separate wellness luncheons were also held for male and female employees, so staffers could discuss sensitive health issues candidly during sessions led by trained corporate wellness advisors.

Other activities included an early-morning introductory fitness boot camp and a lunchtime Zumba demonstration. A personal self-defense workshop was also a big draw.

The week?s events wrapped up May 18 with a personal investing luncheon, followed by an all-employee walk encouraging NRECA staffers to spend 30 minutes walking together.

?When it comes to wellness programs, it?s clear that one size or one type cannot fit all,? said LaToya Hill, an NRECA senior human resources benefits advisor, and head of the employee group?s wellness committee. ?So we talked to staff and tried to work in events and demonstrations they wanted.?

The Wellness Week activities helped NRECA meet goals designed to help control certain health benefit costs.

?There is a correlation between lifestyle and wellness and the onset of chronic and often debilitating conditions,? said Marty Ahrens, NRECA?s director of health management services.

NRECA and its member co-ops encourage employee participation in many such programs, Ahrens said. ?Those include health fairs, wellness surveys, workshops on fitness and nutrition and other programs offered throughout the year.?

US eases economic sanctions to reward Myanmar

WASHINGTON (AP) ? President Barack Obama on Thursday declared a new chapter in U.S. relations with Myanmar, easing an investment ban and naming the first U.S. ambassador to the former pariah state in 22 years to reward it for democratic reforms.

Both Republican and Democrat senators welcomed the administration's move, but human rights activists said it was premature to reward a government that remains dominated by its military and still holds hundreds of political prisoners.

Myanmar opposition leader Aung San Suu Kyi's election to parliament last month has prompted Western governments to roll back years of hard-hitting restrictions against the Asian nation also known as Burma, which is emerging from decades of authoritarian rule and diplomatic isolation.

After meeting Myanmar's foreign minister, Wunna Maung Lwin, Secretary of State Hillary Rodham Clinton said that the U.S. was suspending sanctions on export of American financial services and investment across all sectors of the Myanmar economy ? including in the resource-rich country's lucrative oil, gas and mining sectors. She described it as the most significant action Washington has taken so far to reward Myanmar for its reforms.

"Today we say to American businesses, Invest in Burma and do it responsibly," she told a joint news conference after talks with the foreign minister at the State Department. She said U.S. companies would be expected to conduct due diligence to avoid any problems, including human rights abuses.

Despite the easing of restrictions, U.S. companies would still be barred from doing business with firms associated with the country's powerful military. The White House also announced it was keeping its framework of hard-hitting sanctions in place for now, saying Myanmar's democratic reforms are still "nascent."

Clinton described that as an "insurance policy."

"The United States remains concerned about Burma's closed political system, its treatment of minorities and detention of political prisoners, and its relationship with North Korea," Obama said in a statement.

Voicing similar reservations, but crediting Myanmar's reforms, influential lawmakers supported the administration's announcements, underscoring that policy toward Myanmar is one in which the two parties can see eye to eye.

Republican Sen. John McCain and Mitch McConnell said in a statement that the measures struck "an appropriate balance" between encouraging reform and maintaining leverage to press Myanmar to make more progress. Democratic Sen. John Kerry called it a "logical step forward." Fellow Democratic Sen. Jim Webb urged the administration to go further and lift economic sanctions entirely. The U.S. retains sanctions on trade and against lending to Myanmar by institutions like the World Bank.

One dissenting voice was Rep. Ileana Ros-Lehtinen, Republican chairwoman of the House Foreign Affairs Committee, who said "serious questions remain about Burma's journey toward democracy."

The senators welcomed the nomination of Derek Mitchell, the current special envoy to Myanmar who will become the first U.S. ambassador to be based in the country since 1990. Clinton urged his quick confirmation by the Senate. The U.S. is currently represented by a lower-level diplomat.

Myanmar will also send a full ambassador to Washington, a post to be taken by its current permanent representative to the United Nations in New York, Than Swe.

Suu Kyi, who spent 15 of the previous 22 years under house arrest before her release in late 2010, this week gave cautious backing to the suspension of economic sanctions but warned against undue optimism about Myanmar and said the reforms toward democracy ? after five decades of military dominance ? were still reversible.

A spokesman for Suu Kyi's National League for Democracy party, Nyan Win, said Thursday: "We welcome the U.S. decision to relax sanctions and the naming of a new U.S. ambassador, particularly Mr. Derek Mitchell."

Human rights groups and exiled Myanmar activists were strongly critical of easing economic controls.

The U.S. Coalition for Burma said the Obama administration was prematurely rewarding Myanmar while its military was escalating violence against the Kachin ethnic minority in the north of the country. The fighting over the past year has displaced tens of thousands of villagers.

"It ignores the reality of the situation on the ground, including ongoing atrocities," said Tom Andrews of the group United to End Genocide. "This is a dangerous decision that is likely to further exacerbate human rights abuses and has left the U.S. government without any leverage in future."

Clinton voiced concern over the continued detention of political prisoners. Western governments say hundreds of such detainees are still held despite a series of amnesties granted by Myanmar's President Thein Sein over the past year.

The Myanmar minister conceded there were some "so-called political prisoners" who have committed criminal offenses, such as murder, rape or are connected to terrorism. He said Thein Sein will grant further amnesties "when appropriate."

The U.S. investment ban has been in place since 1997. U.S. businesses have been pushing the administration to follow the example of the European Union, which recently suspended all its economic sanctions, including on trade ? although like the U.S., it retains an arms embargo. American businesses could yet be constrained in their involvement in the oil, gas, mining and timber industries because of military involvement in those sectors.

Human Rights Watch expressed disappointment that standards of corporate responsibility that the U.S. says will ensure transparency and oversight in American business dealings in Myanmar would not be legally binding.

"Human rights problems in Burma are way too serious for self-regulation," said John Sifton, the group's Asia advocacy director. "Preventing corporations from fueling human rights abuses, or strengthening the military regime, is a task for government."
