Economic growth inched forward in September: Fed (Reuters)

WASHINGTON (Reuters) ? The U.S. economic outlook grew dimmer in September, leading businesses to be wary of spending and of building up inventories ahead of the holiday sales season, the Federal Reserve said on Wednesday.

"Overall economic activity continued to expand in September, although many districts described the pace of growth as 'modest' or 'slight' and contacts generally noted weaker or less certain outlooks for business conditions," the findings compiled by the regional Fed Bank of Chicago said.

U.S. stocks fell after the Fed's Beige Book was released, while Treasury debt prices rose on its glum economic outlook.

The survey was based on information collected on or before October 7 and covers coast-to-coast conditions in all 12 regional Fed districts. It is based on the banks' contacts with businesses and other groups in their regions.

Fed Chairman Ben Bernanke testified before Congress on October 4 that the economy was "close to faltering" and said the U.S. central bank would do whatever was necessary to help it.

The Beige Book findings will be used by Fed policymakers when they meet on November 1-2 to mull strategy though they are not expected to announce any further easing after that meeting.

SOME POSITIVE SIGNS

Recent signs of activity firming in the third quarter, including stronger housing starts in September, have led some analysts to raise their forecast for third-quarter growth.

The Fed survey, called the Beige Book because of its cover's color, found that consumer spending was up slightly in most districts, led by auto sales and tourism. There was also some increase in business spending, notably for construction and mining equipment and for new-car inventories.

Although a few districts saw some pickup in construction, "overall conditions for both residential and commercial real estate remained weak," the survey said. Loan demand was generally weaker except for mortgage refinancing.

Dana Saporta, an economist with Credit Suisse in New York, said the survey did not signal any robust economic rebound.

"There are some pockets of encouraging news like firmer consumer and business spending. But what permeates in the headlines is that there seems to be this continued uncertainty and doubt," Saporta said.

Businesses were cautious in the face of a more uncertain outlook, which the survey said was weighing on spending plans.

"Philadelphia, Richmond and Chicago indicated that many retailers were reluctant to build inventories ahead of the holiday season, pointing to recent declines in consumer confidence," the survey said.

The holiday sales season from Thanksgiving through Christmas accounts for half or more of many retail stores' annual business so a reluctance to build inventories may signal concern that consumers aren't in the mood to spend.

Wage pressures were described as "subdued" and several districts said prices for commodities, including oil and industrial metals, had fallen in September.

At the retail level there was some hesitation to boost prices when demand was weak but there was greater pass-through of costs for food and cotton-based goods to consumers.

Dollar mixed on US data, European debt worries (AP)

NEW YORK ? Currency trading was choppy Wednesday as investors fretted over the European debt crisis and considered mixed U.S. economic reports.

French President Nicolas Sarkozy said that talks about a plan to stem the region's debt crisis have stalled. Sarkozy met with German Chancellor Angela Merkel Wednesday ahead of a European summit this weekend.

Merkel said that the Oct. 23 summit "will not be the end point of regaining trust. It will be a point at which we act, but much more will follow." The euro rose 4 percent last week on expectations that a comprehensive plan would be announced following the summit, but hopes began to fade this week after German officials cooled expectations.

The euro was unchanged at $1.3747 late Wednesday after rising 0.9 percent earlier in the day.

In the U.S., the government said homes were built in September at the fastest pace in 17 months, a hopeful sign for the struggling housing market. Builders began work on 658,000 homes, the Commerce Department said.

Separately, the government said consumer prices increased more slowly in September than the month before. The Consumer Price Index rose 0.3 percent in September, below a 0.4 percent rise in August, according to the Labor Department.

The encouraging data was offset by a gloomier view of the economy from the Federal Reserve. A report known as the Beige Book found that businesses in some areas of the country were holding back spending because they were unsure of the economic outlook.

In other trading Wednesday, the British pound rose to $1.5764 from $1.5734 late Thursday. The dollar rose to 0.9032 Swiss franc from 0.8981 Swiss franc and to 1.0194 Canadian dollar from 1.0162 Canadian dollar. The dollar was practically unchanged at 76.78 Japanese yen compared to 76.76 Japanese yen.

US, Mexico to upgrade border quake system (AP)

LOS ANGELES ? The U.S. and Mexico will expand an earthquake monitoring system south of the border in the wake of last year's deadly magnitude-7.2 temblor, officials from both countries announced Wednesday.

U.S. experts will provide sensors, a computer network and training to help their counterparts in northern Baja California to identify areas at greatest risk of suffering damage from a big temblor and could save lives and property, officials said.

Emergency planners were unable to determine where to send help in the early stages after the Easter Sunday 2010 quake that was centered south of Mexicali and killed two people in Mexico, said Roberto Quaas Weppen, director general of the Mexican National Center for Prevention of Disasters.

"This is something that we missed a year ago," he said during a news conference in Pasadena, Calif. "We were not able to know how strong the earthquake was" because of a lack of instruments to determine the quake's intensity and how it was spreading.

"The intensity of the groundshaking could not be measured, how strongly the ground is shaking. And this is a very important parameter to assess damage," he said.

The lack of backup systems also made it impossible to share that data when the Internet and communications went down. Under the new program, scientists from both countries will be better able to share data on earthquake hazards, officials said.

The project is an historic collaboration that will benefit both countries, said Anne Castle, assistant secretary for water and science of the U.S. Interior Department.

"It has been said that geologic faults and earthquakes don't care about borders," she said. "Human suffering and the desire to help: We don't care about borders."

Under the jointly funded project, the U.S. Geological Survey and U.S. Northern Command will provide new sensors that can measure strong ground motion in the earthquake-prone Mexicali and Tijuana areas. The sensors will be set in different types of soil, which plays a role in amplifying or reducing the shock of a temblor.

Mexican researchers also will be trained to quickly determine how the quake is spreading and where the damage might be expected, authorities said.

The U.S. is contributing $500,000 for the expanded quake monitoring network, which should be in operation next year. The Mexican government is including funding in its $50-million program to create an integrated national earthquake system, said Doug Given, Southern California seismic network coordinator for the USGS.

Magnolia Pictures acquires rights to "Roadie" (Reuters)

LOS ANGELES (TheWrap.com) ? Magnolia Pictures has acquired U.S. rights to director Michael Cuesta's "Roadie," the company announced Tuesday.

The company plans to release the film, which stars Ron Eldard as a longtime Blue Oyster Cult roadie trying to come to terms with civilian life, through its Ultra Video on Demand service December 2; it'll get a theatrical release starting January 6.

The movie co-stars Bobby Cannavale, Jill Hennessy and Lois Smith. Michael and Gerald Cuesta wrote the film, which Mike Downey and Sirad Balducci produced.

"Roadie" enjoyed buzz on its festival run, while playing destinations including Seattle and Tribeca.

In the film, Eldard plays Jimmy, a roadie for the Blue Oyster Cult. After the band fires Jimmy, he has nowhere to go, so he goes home to Forest Hills, Queens, where his aging mother lives. There, "a wild encounter with two old high school friends shows him that some things never change," according to Magnolia.

WASHINGTON, D.C., October 20, 2011 Are words weighing down America's ability to improve its health? According to a group of weight and health experts assembled by the Strategies to Overcome and Prevent (STOP) Obesity Alliance, the answer is yes. There is a need for media and policymakers to more responsibly address weight-related health issues, the experts said, and remove the verbal barriers that are getting in the way of a more informed, responsible conversation.

"With chronic diseases plaguing our health and driving up costs, we can no longer afford to overlook how weight relates to health," said Alliance Director Christine Ferguson, J.D. "Improving how we talk about weight and health in media and policy is step one to how we will improve our health."

The STOP Obesity Alliance, in conjunction with the National Eating Disorders Association (NEDA), developed the new weight and health discussion guidelines for policymakers, released today during a national webinar. The new guidelines are designed to help policymakers more responsibly address weight-related health issues.

The recommendations emphasize that despite the pervasiveness of inaccurate depictions of weight-related issues in the media and popular culture, policymakers need to understand that both individual choices and societal factors impact weight status. Specifically, the recommendations call for policymakers to responsibly address weight and health by adhering to the following evidence-based principles when discussing and developing weight-related health policies:

  • Weight is about health, not appearance.
  • Weight status does not necessarily reflect health status.
  • It takes more than willpower to maintain a healthy weighta strong support system is necessary.
  • Body size and shape are influenced by inherited and environmental factors.
  • BMI is one of many factors in determining a person's weight status as it relates to health.
  • Incremental and sustained weight loss advised by a doctor is safe and healthywhereas crash diets are dangerous and can contribute to negative health outcomes.

The STOP Obesity Alliance and its Task Force on Women strongly support the new guidelines and are encouraging the public to take action in helping to gain their acceptance among policymakers. The more than 20 groups that make up the Task Force are promoting a "Call to Action," asking individuals to contact their legislators and urge them to review and follow the recommendations.

"We must all make good, responsible choices when it comes to our health, but we also need policies that will support environments where good choices are possible," said Ferguson. "Until legislators focus on weight as a matter of health, policies will not be effective in addressing the nation's serious weight-related health challenges."
