Suspected North Korea missile parts seized en route to Syria in May

UNITED NATIONS (Reuters) - A shipment of graphite cylinders usable in a missile program and suspected to have come from North Korea was found in May aboard a Chinese ship en route to Syria in what appears to have been a violation of U.N. sanctions, diplomats said on Tuesday.

South Korean officials seized the shipment of 445 graphite cylinders, which had been declared as lead piping, from a Chinese vessel called the Xin Yan Tai, U.N. Security Council diplomats told Reuters on condition of anonymity.

South Korean authorities stopped the ship at the South Korean port of Busan, the envoys said, adding that the cylinders were intended for a Syrian company called Electric Parts.

South Korean officials briefed the Security Council's North Korea sanctions committee about the seizure on October 24, the envoys said, and China had offered to help investigate the circumstances surrounding the incident.

"It appears the cylinders were intended for Syria's missile program," a diplomat said. "China assured us they will investigate what looks like a violation of U.N. sanctions."

Another diplomat said: "It's possible that the crew of the Chinese ship had no idea what this shipment really was. It's good that China's expressed a willingness to investigate."

Diplomats said the graphite cylinders appeared to be consistent with material usable in a ballistic missile program and that South Korea would be jointly investigating the case with China.

The shipment to Syria was arranged by a North Korean trading company, diplomats said. One diplomat said the Syrian company that was to have received the cylinders may be a subsidiary of the North Korean trading firm.

North Korea is barred from importing or exporting nuclear and missile technology under U.N. Security Council sanctions imposed on Pyongyang because of its nuclear tests in 2006 and 2009.

There are U.S. and European Union sanctions on Syria, but no U.N. arms embargo against the government of Syrian President Bashar al-Assad, who has led a 20-month military campaign against an increasingly militarized opposition.

Russia and Iran have been Assad's main arms suppliers.

Earlier this year, the Security Council's Panel of Experts on North Korea, a group of independent experts that monitors compliance with the U.N. sanctions regime, said it was investigating reports of possible weapons-related deals between Pyongyang and Syria as well as Myanmar.

"The DPRK (North Korea) continues actively to defy the measures in the (U.N. sanctions) resolutions," the panel said in May.

Official: Woman in Fla. received e-mails from Petraeus' mistress

WASHINGTON (AP) ? David Petraeus never shied away from the public eye before in times of crises. Now, he might not have a choice.

As details emerged about his extramarital affair with his biographer, Paula Broadwell, including a second woman who allegedly received threatening emails from the author, members of Congress said Sunday they want to know exactly when the now ex-CIA director and retired general popped up in the FBI inquiry, whether national security was compromised and why they weren't told sooner.

"We received no advanced notice. It was like a lightning bolt," said Democratic Sen. Dianne Feinstein of California, who heads the Senate Intelligence Committee.

A senior U.S. military official identified the second woman Jill Kelley, 37, who lives in Tampa, Fla., and serves as the State Department's liaison to the military's Joint Special Operations Command, where among other duties, secret drone missions are worked on.

The military official, who spoke on condition of anonymity because he was not authorized to publicly discuss the investigation, said Kelley had received harassing emails from Broadwell, which led the FBI to examine her email account and eventually discover her relationship with Petraeus.

A friend of Kelley and Petraeus, who also spoke on condition of anonymity, also said the two saw each other often, but the nature of their friendship was unclear.

Petraeus resigned while lawmakers still had questions about the Sept. 11 attack on the U.S. Consulate and CIA base in Benghazi, Libya, that killed four Americans, including U.S. Ambassador Chris Stevens. Lawmakers said it's possible that Petraeus will still be asked to appear on Capitol Hill to testify about what he knew about the U.S. response to that incident.

Rep. Peter King, chairman of the House Homeland Security Committee, said the circumstances of the FBI probe smacked of a cover-up by the White House.

"It seems this (the investigation) has been going on for several months and, yet, now it appears that they're saying that the FBI didn't realize until Election Day that General Petraeus was involved. It just doesn't add up," said King, R-N.Y.

Petraeus, 60, quit Friday after acknowledging an extramarital relationship. He has been married 38 years to Holly Petraeus, with whom he has two adult children, including a son who led an infantry platoon in Afghanistan as an Army lieutenant.

Broadwell, a 40-year-old graduate of the U.S. Military Academy and an Army Reserve officer, is married with two young sons.

Broadwell has not responded to multiple emails and phone messages. Attempts to reach Kelley were not immediately successful.

Petraeus' affair with Broadwell will be the subject of meetings Wednesday involving congressional intelligence committee leaders, FBI deputy director Sean Joyce and CIA deputy director Michael Morell.

Petraeus had been scheduled to appear before the committees on Thursday to testify on what the CIA knew and what the agency told the White House before, during and after the attack in Benghazi. Republicans and some Democrats have questioned the U.S. response and protection of diplomats stationed overseas.

Morell was expected to testify in place of Petraeus, and lawmakers said he should have the answers to their questions. But Feinstein and others didn't rule out the possibility that Congress will compel Petraeus to testify about Benghazi at a later date, even though he's relinquished his job.

"I don't see how in the world you can find out what happened in Benghazi before, during and after the attack if General Petraeus doesn't testify," said Sen. Lindsey Graham, R-S.C.

Graham, a member of the Senate Armed Services Committee, wants to create a joint congressional committee to investigate the U.S. response to that attack.

Feinstein said she first learned of Petraeus' affair from the media late last week, and confirmed it in a phone call Friday with Petraeus. She eventually was briefed by the FBI and said so far there was no indication that national security was breached.

Still, Feinstein called the news "a heartbreak" for her personally and U.S. intelligence operations, and said she didn't understand why the FBI didn't give her a heads up as soon as Petraeus' name emerged in the investigation.

"We are very much able to keep things in a classified setting," she said. "At least if you know, you can begin to think and then to plan. And, of course, we have not had that opportunity."

The director of national intelligence, James Clapper, was told by the Justice Department of the Petraeus investigation at about 5 p.m. on Election Day, and then called Petraeus and urged him to resign, according to a senior U.S. intelligence official who spoke on condition of anonymity because he was not authorized to discuss the investigation publicly.

FBI officials say the committees weren't informed until Friday, one official said, because the matter started as a criminal investigation into harassing emails sent by Broadwell to another woman.

Concerned that the emails he exchanged with Broadwell raised the possibility of a security breach, the FBI brought the matter up with Petraeus directly, according to the official, who spoke on condition of anonymity because he was not authorized to publicly discuss the investigation.

Petraeus decided to quit, though he was breaking no laws by having an affair, officials said.

Feinstein said she has not been told the precise relationship between Petraeus and the woman who reported the harassing emails to the FBI.

Georgia Sen. Saxby Chambliss, the top Republican on the Senate intelligence committee, called Petraeus "a great leader" who did right by stepping down and still deserves the nation's gratitude. He also didn't rule out calling Petraeus to testify on Benghazi at some point.

"He's trying to put his life back together right now and that's what he needs to focus on," Chambliss said.

King appeared on CNN's "State of the Union." Feinstein was on "Fox News Sunday," Graham spoke on CBS' "Face the Nation," and Chambliss was interviewed on ABC's "This Week."

Petraeus relationship leads to book, scandal for Broadwell

CHARLOTTE, North Carolina (Reuters) - When Paula Broadwell first met David Petraeus in 2006, she was a soldier-turned-graduate student at Harvard University. The acclaimed U.S. Army general gave her his card and offered to help her with her studies.

Broadwell soon began trading emails with the general, and four years later she was in Afghanistan turning a dissertation about his leadership into a book published this year entitled "All In." Interviews for the book often took place on endurance-testing runs together, she would later say.

"That was the foundation of our relationship," Broadwell said of their runs when promoting the book on Jon Stewart's "The Daily Show" TV program in January.

That relationship is now at the center of a scandal that has not only ended Petraeus' short tenure as Director of the Central Intelligence Agency but also badly tarnished the reputation of a revered military leader.

And it has raised awkward questions about whether the White House had any inkling of the problem before the November 6 presidential election.

Until now, the 40-year-old wife and mother of two young children had appeared to excel at juggling scholarly pursuits, family life, a military career, triathlons, charity work and even demonstrations for a machine gun manufacturer.

"She has obviously achieved a lot in her field as a soldier and a scholar," said Ed Williams, a neighbor who lives two houses down from Broadwell, in a leafy, affluent Charlotte, North Carolina, neighborhood.

"Everyone is surprised and shocked," Williams said.

Earlier in the week, Williams, a retired editor, saw Broadwell with her two children when she was voting in last week's U.S. presidential election. He said she was chatty and cheerful. Neighbors were working on putting together a belated party in honor of her book.

"She gave no indication all this was going on," Williams said.

Broadwell did not return emails or calls. A 40th birthday party for her had been scheduled at her brother and sister-in-law's home in Washington, D.C. on Saturday, but invitees received an e-mail saying it had been canceled.

ACCOMPLISHED FROM EARLY AGE

A man who answered the door at the home told a reporter to get off the property. Three bags, displaying the name of a cupcake bakery, were on the front porch.

Broadwell grew up in North Dakota, where in high school she was valedictorian, student council president, homecoming queen and an all-state basketball player, according to a biography on the Century High School web site.

She went on to the U.S. Military Academy at West Point, where she graduated with academic, fitness and leadership honors, according to a biography promoting a speech to the World Affairs Council of Charlotte. She has held positions in the U.S. intelligence community, U.S. Special Operations Command and FBI Joint Terrorism Task Forces, according to the bio.

Later, she would add degrees from the University of Denver's Josef Korbel School of International Studies and Harvard's John F. Kennedy School of Government. She is also a PhD candidate at King's College, London.

In her book, she says she was recalled to active duty three times to work on counterterrorism issues after the Sept 11 attacks and joined the U.S. Army Reserve. In August, Broadwell was promoted to lieutenant colonel, according to the Army.

Among her many military-related activities, Broadwell has been a "valued member" of the Warlord Loop, an elite invitation-only email forum that has about 500 national security specialists as members, said John Collins, who runs the group.

"She remains a member and I predict no change in her status," he said in an email on Saturday.

Broadwell is also featured in videos for a machine gun manufacturer. On her LinkedIn site, she lists "KRISS Vector .45 cal Demonstrator/Model" under her experience. The company couldn't immediately be reached for comment.

About three years ago, Broadwell settled in Charlotte with her husband, Scott, who is a radiologist in a Charlotte medical group. Their home is valued at $908,500, according to county property records. Over the years, the family has alternated moves based on each other's career opportunities.

"It was his turn," Williams, the neighbor said.

In her book's acknowledgements, Broadwell says her husband played "Mr. Mom" for her two boys while she was in Afghanistan and Washington "and shielded them from the concerns about their adventure-seeking mother's travels in a third-world country."

Her husband "showed admirable tolerance for my absence and the many late nights and early mornings at the computer; I am grateful to have such an amazing and supportive partner," she added. The book is dedicated to "my three favorite troopers" - her husband and two boys - and "to those who serve."

The acknowledgements gives "special thanks" to Petraeus' wife, Holly.

'STRATEGIC INITIATIVE' IN WARS

In the past year, Broadwell has been busy promoting her book with TV appearances and speeches. Written with Washington Post editor Vernon Loeb, the book received positive reviews, with author Doris Kearns Goodwin calling it "majestic."

In the preface, Broadwell writes that history has yet to fully judge Petraeus' service in Iraq and Afghanistan but "there is no denying that he achieved a great deal during his thirty-seven-year Army career, not the least of which was regaining the strategic initiative in both wars that followed September 11, 2001."

While noting his critics fault him for "ambition and self-promotion," she writes that his "energy, optimism and will to win stand out more for me." In the acknowledgements, she thanks Petraeus for a "once-in-a-lifetime" education as well as "his candor, trust and support."

On "The Daily Show," Stewart teased her about the book's admiring tone for the now 60-year-old Petraeus.

"The real controversy here is, 'Is he awesome or incredibly awesome?'" Stewart said.

Playing along, Broadwell quipped: "He can turn water into bottled water."

At the show's end, Broadwell, who lists running, skiing, triathlons and kickboxing among her interests, challenged the host to a push-up contest, with the loser making a donation to a wounded warriors organization. Stewart brought Broadwell's husband on stage to do push-ups with him, but still lost.

Broadwell has remained in the news recently. Earlier this month, she donated a parachute jump she had scheduled for her birthday to a wounded veteran, according to the Charlotte Observer newspaper. She also authored an article for "Newsweek" magazine called "General David Petraeus's Rules for Living."

A Different Creative Culture after Managerialism and Paternalism

The last few months have seen a gathering storm about Creative Scotland, the leading arts and culture organisation in the country.

A letter signed by more than one hundred of our leading artists and cultural practitioners, signalled their concerns and called out for a change of direction. The breadth of opposition, ranging across generations, political views and art forms, uniting independence supporting James Kelman with pro-union advocates such as James MacMillan, cannot be easily ignored.

But what is left unsaid is the wider context, of how this came about, what it means, how we support culture or fail to, and how we might in the future.

Creative Scotland did not come from nowhere. It arose from the honeymoon period of New Labour, of seeing culture and creativity as forces for rebranding, modernisation and economic development, and as a means of shifting Britain from ?a conservative nation? to ?a young country? filled with talent and diversity.

Philip Schlesinger, Director of the Centre for Cultural Policy Research at Glasgow University, has charted this odyssey and observes that, ?The Blairites were the first major popularisers of the creative industries thinking that has now circled the globe?.

Behind all this is an ideological interpretation of the world centred on a belief in the boom times of a different kind of capitalist economy, ?the knowledge economy? based on skills and talent, and drawing on the ideas of American academic Richard Florida?s seminal book, ?The Rise of the Creative Class?, which emphasised the characteristics of urban clusters to aid innovation, and which was jumped on by New Labour, its think tank hangers on, and organisations such as NESTA and Scottish Enterprise.

It is illuminating that Scotland bought into this hyped-up narrative relatively late and cautiously; and that an idea fostered by Labour Culture Ministers, Mike Watson and Frank McAveety, was actively pursued by the Nationalists, who could have easily dropped it.

Something deeper and more problematic is at work in this culture and maelstrom ? part of which is the crisis of institutions in British public life, from politics and media to police and banks from which Scotland clearly is not immune.

How we perceive and administer organisations north of the border mixes traditional conservatism, references to equality and inclusion, and new public management and the culture of consultancy. Film maker Eddie Dick at the recent ?Changin Scotland? weekend at the Ceilidh Place in Ullapool (which I organise) commented that, ?Andrew Dixon, head of Creative Scotland, is the right man for the job. He is the right answer to the wrong question?.

The letter from cultural figures to Creative Scotland declared, ?This is not about money? and instead is ?about management?, but in reality this is about much more. For one, there is the issue of the narrowness of the space in Scotland between those making decisions and those it affects; sometimes this can be good when relations are harmonious, but in this intimacy lies the possibility of the legitimacy of any decisions being questioned.

Then there is the lack of an active cultural nationalism despite the presence of a Scottish Nationalist Government; it could even be argued that the greatest triumph of political nationalism has drawn the raison d??tre and spirit away from cultural nationalism, but that has yet to be fully proven. What can be said is that these two forms of nationalism have never been in complete harmony.

Charter 88 and Open Democracy founder Anthony Barnett speaking in the same ?Changin Scotland? weekend argued that this crisis of British institutions has a unique Scottish dimension. First, there is the question of the SNP and the degree to which it is a conservative more than radical movement, and second, there is the issue of whether wider independence forces can challenge this and release new energies.

A different kind of cultural policy has to be about more than Creative Scotland, the limitations of its vision and its values. It has to challenge the ideology of the creative industries and creative economy, and take back the notions of creativity, innovation and imagination, from their current instrumentalism and technocratic moorings.

Then there is how we conceive of the Scottish public sphere, and the need to stop seeing arts and culture and media and broadcasting as separate areas, but inter-related, and create an approach which addresses economic development, Scottish investment and autonomy, and how we promote ourselves here and overseas.

The current crisis is a face off between the new conservatism of free market consultancy led corporate orthodoxy and a more old-fashioned paternalist social democracy. The first is the language of much of the public sector of England, but of increasing parts of Scotland, as leaders and managers struggle to find a new language and logic for making often unpopular decisions. The second was the world of bodies like the Scottish Arts Council through much of the 1970s and 1980s, of enlightened elitism, which no longer holds in today?s less deferential age.

How can we develop a different way between these two approaches? Our politicians seemingly don?t want to attempt to leave the certainties of this dichotomy. Can those outside party politics create and give form to a culture of self-determination, a way of understanding and nurturing political and social change?

One example is what Scotland beyond politics did post-1979 where artists and cultural entrepreneurs re-imagined Scotland in fiction, theatre, film and other arts forms, surmounting the sense of loss and hurt which dominated Scotland in the early 1980s. This is now a very different environment and terrain, but one where the forces of old and new conservatism are as much a roadblock as the obstacles after 1979.

Barnett offered an observation from Umberto Eco who spoke of the power of ?the good crisis? in Italy, of crisis as about growth, transformation and maturity. Barnett observed that Britain seems unable yet to have such a thing as a good crisis, learning that the multiple problems of the established order are an opportunity to learn and change.

This is what Scotland?s public sphere has to realise to seize the moment of the crises in Britain and Scotland. The turmoil and controversy of Creative Scotland is but one part of a bigger story. So far our politicians and public servants have clung to the wreckage; can the artists and public figures who have challenged the managerialists begin to map out a wider culture of self-determination?

"How to Survive a Plague" captures a saddening, maddening era that seems like far too many lifetimes ago.

It can feel inchoate, dropping the viewer in the middle of events without much context, and it exacts an emotional toll. But its raw quality also makes it compelling viewing.

Plague isn't the history of a disease so much as the history of a movement, and a portrait of those who refused to suffer passively.

A riveting look at LGBT protesters during the AIDS crisis - and an object lesson that if the revolution is going to be televised, it's good to have the revolutionaries holding the cameras.

This is a moving documentary, as hopeful as it is tragic.

A serious, moving and sometimes astonishingly well-organized documentary about the history of AIDS activism.

The title doesn't necessarily convey this, but "How to Survive a Plague" is an inspiring and hopeful documentary.

[An] unflinching look at the activists' mistakes and acheivements, their regrets, their very solemn pride at a victory attained at so high a cost.

Ultimately, the story presented by the former reporter for Boston's defunct Gay Community News is one of hope.

At once a fascinating history and a compelling call to action.

This amazingly well-done, admirably dry-eyed documentary about a true human victory over what was once a universal death sentence might well be the year's finest.

... compelling as a recent historical document, but also has contemporary resonance in its depiction of the influence of activism on social causes.

The Fair, MDC?s flagship cultural event, will treat book lovers to eight days of cultural and educational activities, including the beloved Evenings With? series, the IberoAmerican Authors program, myriad learning activities for children, and programs for food enthusiasts in partnership with the college?s Miami Culinary Institute.

TOP CONFIRMED AUTHORS
The Fair continues to raise the bar of excellence by offering a fine roster of writers from the U.S. and abroad, and this year will be no exception. Confirmed authors include talk show host Bill O?Reilly, actress Molly Ringwald, political commentator Andrew Solomon, historians Robert Caro and Deborah Dash Moore, David Maraniss, Michael Grunwald; Pulitzer Prize winning Junot Diaz; essayists and commentators Adam Gopnik and Camille Paglia; novelists Sandra Cisneros, Emma Donoghue, Jess Walters, Ann Lamott Lauren Groff, Robert Goolrick, Thane Rosenbaum, personality Lemony Snickett; fashion designers Isabel and Ruben Toledo; best selling authors James Patterson, Jo Nesbo, Justin Torres, and opening the Fair on Nov. 11 is novelist and journalist Tom Wolfe, to name just a few of the 300 plus authors coming to Miami from all over the world to read from their newest works, to meet their readers and sign books.

The IberoAmerican program will present an array of Spanish-speaking literary voices from around the world, including Homero Aridjis (Mexico), Mayra Santos Febres (Puerto Rico), Abilio Est?vez (Cuba-Spain), Santiago Roncagliolo (Per?) and more.
Back again this year is the fall edition of The Miami Writers Institute, with workshops taught by novelist Margot Livesey, literary agent Kimberly Witherspoon, and award-winning author Teresa Dovalpage with a workshop in Spanish, among others.

This year, the Fair continues to expand its children?s programming with Generation Genius Days, a component for toddlers, children, tweens and teens to explore, discover and learn through reading and writing, storytelling, art-making, music and theater. Age-appropriate, book-inspired activities will be offered, and will include a ?musical petting zoo?, where kids can handle instruments; map-making and star-gazing; junior engineering projects and science experiments; creative writing and theater workshops, computer storyboarding for comics and cartoons, and other activities that can lead to learning and discovery in the various subject areas, such as English, math, history, geography, the sciences, the visual arts and others. An additional day of author readings for students on field trips is now on the schedule, as well as a fourth day of readings, storytelling and entertainment on the two children?s stages.

The Fair also continues special programming for educators with the day-long School of Comics and Graphic Novels ? a series of workshops on how to use comics in the classroom?and adds workshops on how to teach creative writing to K-12 students.
